Transformation sequences depict the Sailor Guardians nude, however, their bodies are bathed in white. The shape of their breasts and buttocks are occasionally visible. Throughout the second season, several villains undergo a brief purification process in which their naked bodies spin around before returning to their ordinary states. Nipples are depicted in some of these sequences, however, any such nudity is very brief and presented in a fantastical, non-eroticised fashion.
Also contains infrequent "fan-service" (shots common in anime) in the form of panty shots and the like. Such shots are usually incidental and are not prolonged.
One episode is shown Usagi naked holding luna but this is not sexual.

Chibiusa has some panty shots which is kinda creepy considering she's only a young girl.
Esmurade is scene once in the bath, not that sexual, though.
The last episode contains the most nudity, Usagi is completly nude throughout most of the episode. However, there are no nipples or genitalia.
There are usually kissing and so called 'make out scenes' throughout seasons 2 - 5, season 1 does not feature as much.
Unfortunately, a r*p3 sene occurs in season 2. The scene is not mentioned again after the episode.
