Chain of Command (1994)

The film does include a brief bit of nudity. One of the villains rips off a woman's shirt and then cuts off her bra. She is shown struggling for almost the entire scene with the camera only showing above the shoulders. However, for about 3 or 4 seconds, the camera focuses on the rest of her body and you see her bare breasts.
